The meeting of the Village of Newburg Law Enforcement Committee for July 28, 2011 was called to order. Roll call of officers and Trustee’s was performed. Present were: Trustee’s: Wollner, Huebner, Sackett, and Chief Maeder, also present was President Heili. A motion was made by Trustee Sackett, to approve the minutes of the June 23, 2011 meeting with any additions and/or corrections, seconded by Trustee Huebner, motion passed unanimously.

The meeting of the Village of Newburg Law Enforcement Committee for June 23, 2011 was called to order. Roll call of officers and Trustee’s was performed. Present were: Trustee’s: Wollner, Huebner, Sackett, and Chief Maeder, also present was President Heili. A motion was made by Trustee Huebner to approve the minutes of the May 26, 2011 meeting with any additions and/or corrections, seconded by Trustee Sackett, motion passed unanimously.

  1. Discussion and possible action on 9.08(3) conduct prohibited outside licensed

    establishments – We decided not to take any action at this time.

  2. Discussion and possible action on 7.13 bicycle regulation – It was mention that bicycles are not stopping at controlled intersections in the Village, Chief Maeder said they would try to enforce. No action taken

3. Discussion on recent Newburg Firemen's Picnic - Chief Maeder said the picnic went

very well with only minor incidents. Newburg Officers put in around 130 hours for the

three day event.

The meeting of the Village of Newburg Law Enforcement Committee for March 24, 2011 was called to order. Roll call of officers and Trustee’s was performed. over from the old radio system to the new system is still being worked on should be

to LE-3 at $15.90 an hour, - A motion was made by Trustee Sackett to approve raising Justin Jilling from LE-4 at $14.97 an hour, to LE-3 at $15.90 an hour and send it to Personnel and Finance for approval. Seconded by Trustee Huebner

  1. Discussion and possible action on buying a new computer and equipment for the squad car -

A motion was made by Trustee Sackett to approve the cost of up to $6,000 for purchase of a

new computer and equipment for the squad car seconded by Trustee Huebner, Motion passed

unanimously.

property on the east side of Salisbury Street north of the intersection with Congress Street. –

A motion was made by Trustee Beitz to have Clerk Cording check into the handicapped

Parking and send it to the board for possible removal of this restriction,

second by Trustee Chesak, motion passed unanimously.

2. Discussion on possibly getting a new computer for the squad car this year. – Will address in

fall no action taken

3. Discussion on upcoming Wisconsin State Firefighters Memorial Ride on Saturday, July 24,

actual year to date budget numbers. Motion to table to September meeting was made by

Trustee Beitz, seconded by Trustee Wollner, motion passed unanimously.

Discussion and possible action on upcoming 2009 Newburg Firemen’s picnic – Chief Maeder said he contact Washington County Sheriff’s department to get an extra squad car for the weekend.

1. Discussion and possible action on new radio system for squad car - Chief Maeder said that

the new radio does not have the controller and drivers build in for the siren and PA system,

we will have to purchase the controller and drivers in fall when the new radio will be used.

We will also need to work with Public works with the possibility of Franklin St. being closed due to road construction.

Chief Maeder said the dash camera system was installation in the squad car and it works great. We would like to have a plaque made and send a letter to Geoffrey Krohn from Integrated Technologies to show our appreciation for donating a dash camera system, installing it and setting up the system in the new squad.

Chief Maeder said he is still working on the purchase of a pistol and the equipment to go with it for Randy Boudry would be about $700.

Discussion and possible action on the purchase of miscellaneous equipment in 2009. - Chief Maeder said we need to purchase a pistol and the equipment to go with it for Randy Boudry, he does not have one now. Chief Maeder will check on a price.

2. Discussion and possible action on new squad car – Rear left side of Squad car was damaged

by the side wing from the John Deere loader, it was left down when it was moved by a

Public Works Employee. Insurance estimate is $1500 from Goeden’s Auto Body.

 

Miscellaneous Business

Trustee Beitz commented on an article in the January, 2009 Municipality where state
statutes hold the municipality liable for damage resulting from their failure to enforce ordinances dealing with snow and ice removal from sidewalks. I suggested that our officers take the initiative to enforce these ordinances if they observe uncleared walks, even though there has been no complaint.

Discussion and possible action on accepting a donation to the Village of Newburg for a dash camera system, including installation for the new squad car. - Chief Maeder said that Geoffrey Krohn from Integrated Technologies is donating a dash camera system, which includes a front mount camera, a rear seat camera, and a wireless mic setup. He will install and setup the system in the new squad car free of charge. Motion was made by Trustee Chesak to accept the donation and installation of the dash camera system, and to send it to the Village Board for approval, seconded by Trustee Wollner, Motion passed unanimously.

2. Discussion and possible action on canceling the November 27th and December 25

Law Enforcement meetings due to the holidays - Motion was made by Trustee Chesak to

canceling the November 27th and December 25 Law Enforcement meetings, seconded by

The meeting of the Village of Newburg Law Enforcement Committee for December 13, 2007 was called to order. Roll call of officers and trustees was performed. Present were: Trustees Wollner and Damrow, President Sackett, Trustee Beitz and Trustee Heili. Not present was Trustee Chesak and Chief Maeder. A motion was made by Trustee Damrow and seconded by Trustee Wollner to approve the minutes of the November 8, 2007 meeting with any additions and/or correction. Motion passed.

 

Old Business

Discussion and possible action on purchase of a new squad car and new equipment for the squad car. No action was taken.

New Business

Discussion and possible action on hiring a new part-time patrol officer. No action was taken.

Discussion and possible action on enforcement of snow removal ordinance. Trustee Beitz said residents were plowing snow across village streets and that cars were parked on Main Street and on both sides of the side streets between the hours of 2:30 a.m. and 6 a.m. during the last snow storm. President Sackett said residents need to clean the full width of their sidewalks not just a narrow path. Discussion was held on Law Enforcement to write citations for vehicles in violations of parking restrictions, possibly starting before 6 a.m. when there is a snowstorm. Discussed was held on Law Enforcement to write citations to residents who do not clean their sidewalks within 24 hours after the cessation of a snowstorm. Chief Maeder called and said that they were writing citations.

Patrolman Gonzalez is employed by Germantown Police Department since June, 2007 and Germantown Police Department has a policy that you cannot work another job for 18 months while employed by them. This will be placed back on the agenda for December. No action taken at this time.

Discussion and possible action to have a 2-hour parking restriction from 8 a.m. to 4 p.m. along Municipal Drive, South Main Street and Main Street. This is a recommendation from Dept. of Public Works. A motion was made by Trustee Chesak and seconded by Trustee Damrow to take no action at this time. Motion passed unanimously.

Miscellaneous Business

Informed Chief Maeder that residents were complaining about dogs barking at 321 Main Street.

The meeting of the Village of Newburg Law Enforcement Committee for June 14, 2007 was called to order. Roll call of officers and trustees was performed. Present were: Trustees Wollner, Chesak and Damro. Not present was Chief Maeder. Also present were Trustees Beitz and Heili.

Discussion and possible action on a letter received from Ozaukee County Sheriff’s Dept. on a partnership that might lead to greater efficiency between the Village of Newburg and Ozaukee County. No action taken.

New Business

Discussion and possible action on the Village of Newburg Recycling Compliance Assurance Plan. Trustee Beitz made the presentation on this subject. He said this policy will establish standard guidelines that will lead to compliance with the Village of Newburg’s recycling ordinance. A motion was made by Trustee Damrow and seconded by Trustee Chesak to accept the Newburg Recycling Compliance Assurance Plan. Motion passed unanimously.

Discussion and possible action to make a recommendation to the Village Board for the June 26th meeting, to restrict parking along Municipal Drive, South Main Street and Main Street. Trustee Beitz made the presentation on this subject. He said that Dept. of Public Works would like to have a 2-hour parking restriction from 8 a.m. to 4 p.m. along Municipal Drive, South Main Street and Main Street, to help stop the littering and people from stopping in the center of the street and blocking traffic. A motion was made by Trustee Chesak and seconded by Trustee Damrow to table until the next meeting. Motion passed unanimously.

Chief Maeder said he would need the resident’s name, address and time, from Public Works. He could then issue a warning or citation.

a. A motion was made by Trustee Chesak and seconded by Trustee Damrow to remove Scott Yanke from the Newburg Police Department. Motion passed unanimously.

b. A motion was made by Trustee Damrow and seconded by Trustee Chesak to appoint Chad Beres to Sergeant position. This will be sent to Personnel and Finance.

c. A motion was made by Trustee Chesak and seconded by Trustee Damrow to reinstate Jeff Gonzalez onto the Newburg Police Department. This will be sent to Personnel and Finance.

Miscellaneous Business

Trustee Beitz asked about snow removal on sidewalks after the snow storm. Chief Maeder said he took care of this.

Trustee Beitz said some residents were complaining about speeders in the morning coming off of Main Street onto Salisbury going to Tri-Par. Chief Maeder said he will look into it.

Discussion and possible action on a policy for mandatory court appearance for juvenile alcohol, drug and traffic offenses. Clerk Cording gave an explanation of the policy. A motion was made by Trustee Damrow and seconded by Trustee Wollner to have Judge Grady present at a future board meeting to address this and possibly adopt the policy. Motion passed.

Discussion and possible action on people riding bicycles at night on the streets in traffic without lights on their bikes. Chief Maeder has been giving the kids warnings but may have to take more drastic measures by giving the parent/guardian fines. No action taken.

Discussion and possible action on a policy for taser guns. Chief Maeder said that when we appoint a new Sergeant, that person will handle the responsibility for setting up this policy. No action taken.

Miscellaneous Business

Trustee Damrow mentioned that there are dogs in the village that are not licensed. Chief Maeder will look into this.

Chief Maeder stated that the vehicles at 513 Franklin Street will be moved on 11/11/06.

Discussion and possible action on amending Municipal Code 7.07(3)(f) related to semi-trucks and semi-trailers parking on Carmody Court. Discussion was held about the parking situation on Carmody at shift change for the business located there. A motion was made by Trustee Chesak and seconded by Trustee Damrow to change the south semi-parking spot to allow automobile parking during the hours of 6 a.m. to 6 p.m. and semi-parking only from 6 p.m. to 6 a.m. Motion passed.

Miscellaneous Business

Clerk Cording asked to put the discussion and possible recommendation on the policy for mandatory court appearance for juvenile alcohol and drug offenses on the agenda for November 9, 2006 for Law Enforcement.

Trustee Damrow mentioned that we should have more law enforcement in the morning hours.

Trustee Beitz asked about abandoned vehicles / parking issues at the property of 513 Franklin Street. Chief Maeder will look into the situation.

Discussion and possible action on the schedule for the Newburg Law Enforcement Officers on the upcoming Newburg Firemen’s Picnic. There will be 6 officers on duty Friday night, five on Saturday night and 3 on Sunday. No action taken.

Discussion and possible action on "no parking" signs for the Newburg Picnic. No action was taken on the "No Parking" signs on the west side of Franklin Street during the Firemen’s picnic as it was approved at the April 27, 2006 Village Board meeting.

Discussion and possible action on Leash Law. No action taken as there is currently a leash law in effect.

Miscellaneous Business

Chief Maeder mentioned that the phone bill from last month was a double billing.

There was a mention of any action on the property on the northeast corner of Congress and Salisbury on the clean-up of the property.

Hours of officers – 100 to 110 per month.

Training – Officer Gallion will finish his training shortly.

Update on remaining weapons. There is one weapon remaining, but it is on hold for Sergeant Yanke.

Discussion and possible action on non-lapsing sinking fund. This was approved at the last meeting. No action taken.

Discussion and possible action on type of vehicle for next purchase and equipment that is needed by department. Possible estimate as to the year of vehicle, too. Discussion was held regarding vehicle type, weapon mounts, LED light fixtures, radar mounts, cage, laptop mount, seat types (front & back) and what may be transferred from old vehicle to the new one. No action taken.

Miscellaneous Business

Squad car was damaged by a blade from the snow plow by a Public Works employee. Insurance estimate was $2500 from Goeden’s Auto Body. Insurance company is willing to pay along with estimate. We currently have a $250 deductible.

Fourteen warning of violation letters have been delivered to residents in the Village of Newburg. Five more are expected to be delivered. Letter gives residents 30 days to clean or improve and/or move vehicles or garbage from yards.

Old Pit Road has "No Parking Signs" on road – for Emergency Vehicles to help enable passage on narrow road. Cars have been parking on both sides. The officers will do periodic checking to have residents move vehicles.

Miscellaneous Business

Squad car – non lapsing sinking fun. Board thinks we should put into effect. The current squad car was purchased in July 2003. With a small budget it will take time to put enough away for future purchase. Recommend new lights not to transfer – lights have been on the last three cars.

Chief Maeder has purchased a taser gun and all officers are certified.

There have been a number of burglaries in the village. There are no sex offenders residing in the Village of Newburg at this time.

Sergeant Yanke informed the committee that he will most likely step down as the Sergeant, but would like to remain on the force. He had an issue with the training officer carrying a badge from Newburg even though he is not a police officer. He should have a training ID card instead.

Discussed ordinance 9.09 regarding animal control. Also discussed parking in private parking stalls and the righting of tickets. The bond schedule was discussed.

Discussion and possible action on purchase of 2 Dept. weapons, 4 holsters and 4 lights for the weapons. A motion was made by Trustee Wollner and seconded by Trustee Woda to purchase the above listed items. Motion passed.

Discussion and possible action on Resolution changing the meeting date of the Law Enforcement Committee meetings to read second Thursday of the month at 6:30 p.m. A motion was made by Trustee Woda and seconded by Trustee Wollner to change the Resolution of meeting date of the Law Enforcement Committee to read the 2nd Thursday of the month at 6:30 p.m. Motion passed.
